Al Sa'fat - Dubai Green Building System, clause 501.01, sets a maximum roof thermal transmittance (U-value) of U=0.3 W/m²K for all new air-conditioned buildings, and this figure is identical across every rating tier from Bronze/Silver through Golden/Platinum Sa'fa - only the external wall U-value tightens at higher tiers. Insulation specified below this performance level does not meet the mandatory building-envelope requirement regardless of which Sa'fa rating a project is targeting.
Under Al Sa'fat clause 304.03, all new buildings in Dubai must provide a vegetated (green) roof covering at least 30% of total roof area, and clause 304.01 separately requires a minimum Roof Solar Reflectance Index of 78 for flat and low-sloped roofs (29 for steep-sloped roofs) across at least 75% of roof area.
