Almost every forklift tender in the Gulf is written in the wrong unit. A warehouse manager asks for "four three-tonne forklifts", three distributors quote four three-tonne forklifts, the cheapest wins, and the machines arrive. Then the problems start: the trucks derate below the required capacity once the clamp attachment is fitted, two of the four exceed the weight class the site's operators are licensed for, the aisles were designed for a reach truck rather than a counterbalance, and nobody costed the charging room.
None of those are supplier failures. Every one of them is a specification that was written in the buyer's language rather than the machine's. Material handling is unusual among procurement categories in that the physics, the licence class and the compliance position are all encoded in documents the buyer can read before signing — the manufacturer's data plate, the operator licensing handbook, and the applicable occupational safety code — and almost nobody reads them until something has gone wrong.

The demand picture is steady growth rather than scarcity, which matters because it sets your negotiating position. Narrowing to the category itself, Ken Research puts UAE forklift truck market growth at a 7.2% CAGR to 2030, driven by logistics demand, e-commerce expansion and a shift toward electric models, and the parallel UAE forklift rental market at a 6.2% CAGR reaching USD 450 million by 2030. Within the truck mix, Class I electric counterbalance machines lead on versatility for palletised and unit loads in indoor warehouses, manufacturing plants and loading docks, while Class III electric pallet trucks dominate short-distance horizontal movement in distribution centres and retail backrooms.
Two things follow for a buyer. Rental is growing more slowly than outright purchase, which suggests the rental fleets are not the constrained resource the day rate sometimes implies. And the electric shift is a demand-side story, not a supply squeeze — distributors are building electric stock because buyers are asking for it, so the pricing conversation on an electric truck is a normal commercial negotiation rather than an allocation queue.
Which Truck Class Are You Actually Buying?
Most of the forklift suppliers UAE warehouse and construction buyers deal with carry several distinct machine families under one catalogue. They are not substitutes, and a tender that names only a tonnage invites bidders to quote whichever family is cheapest for them to supply.

Tyres are a smaller decision that behaves like a large one. The RTA's operator handbook identifies the three common types as pneumatic, solid and polyurethane, and distinguishes press-on from standard fitment, noting that press-on tyres are usually made for electric forklifts and other trucks designed primarily for indoor use, and that they do not stand up to difficult outdoor terrain as well as standard tyres. Pneumatic tyres, which resemble heavy-duty truck tyres, extend operating life on rough ground by providing an air cushion. A truck specified with indoor tyres and deployed to a yard will not fail immediately; it will simply consume tyres and mast bearings at a rate nobody budgeted for.
Why the Data Plate Decides the Specification
This is the section that saves the most money, and it rests on one document that ships with every machine.
The manufacturer's data plate states the rated load limit in kilograms at a stated load centre in centimetres, with the uprights vertical, together with the maximum height the forks will lift. The RTA handbook reproduces a representative plate reading a capacity of 1,800 kg at a 60 cm load centre. Both qualifications matter commercially.
Capacity is conditional on load centre
A "three tonne forklift" is three tonnes at a specific load centre, typically 500 or 600 mm. Load centre is the horizontal distance from the fork face to the centre of gravity of the load. Push that centre of gravity further forward — a longer pallet, an unevenly packed load, a bulky low-density item — and the truck's safe capacity drops, sometimes steeply, because the fulcrum geometry is fixed by the front axle. If your loads are non-standard, the tender must state the actual load dimensions and the required capacity at that load centre, not a headline tonnage.
Attachments derate the truck
Attachments are where capacity quietly disappears. The RTA handbook is explicit that attachments must be the correct type for the forklift and the load, and that the manufacturer's data plate must be checked to confirm the attachment can be used at all. Its published jib figures illustrate how much reach costs: an economy jib rated 500 kg safe working load at 2,800 mm, an extension jib rated 1,000 kg at 1,100 mm, a fixed jib rated 750 kg at 1,800 mm — and the handbook notes the safe working load will vary according to the forklift's own capacity, so the figure must be checked before use. The procurement consequence is simple and almost always missed: if the tender specifies attachments, the capacity requirement must be stated as capacity with the attachment fitted. Which Licence Do Your Operators Actually Hold?
The most expensive mistake in this category is not a specification error. It is buying a machine your workforce is not licensed to drive.
The RTA Licensing Agency's Forklift Operator's Handbook — A Guide to Safe Operation sets out the eligibility criteria for a forklift licence in Dubai: the candidate must be over 20 years of age, pass an eye test, undertake forklift training until competency is shown and pass an appropriate knowledge test, pass a practical test, and pay the applicable fees. Until licensed, a trainee may only operate a forklift under the supervision of an instructor holding a valid licence for that vehicle type.
Two licences are issued, and the distinction between them is the point:
- Light Tractor and Mechanical Equipment licence — issued where the candidate is tested on a forklift with an empty weight of not more than 7.5 tonnes. It permits the operation of light mechanical equipment only.
- Heavy Tractor and Mechanical Equipment licence — issued where the candidate is tested on a forklift with an empty weight of over 7.5 tonnes. It permits both light and heavy mechanical equipment.
The handbook notes that the training course is the same for both, and that the licence issued depends on the forklift used for the licence tests at the end of the course.
Now read that threshold carefully, because it is not the number buyers work in. The 7.5 tonne figure is the empty weight of the truck, not its rated lifting capacity. Procurement specifies forklifts by capacity — a three-tonne truck, a five-tonne truck — while the licence class is set by the machine's own unladen mass, and the two rise on different curves. A counterbalance truck rated at three tonnes of capacity typically carries a service weight comfortably inside the light class. Larger diesel counterbalance machines do not, and there is no warning on the quotation to tell you which side of the line a given model sits.
The practical procedure is unglamorous and takes ten minutes: before issuing the purchase order, pull the service weight from the manufacturer's specification sheet for the exact model and configuration being quoted, and check it against the licence classes your operators hold. If the machine crosses 7.5 tonnes and your team holds light licences, you have bought a training and re-licensing programme alongside the truck, and the machine sits idle until it completes. Ask the supplier to state the unladen service weight on the quotation as a matter of course — it costs them nothing and it removes the entire failure mode.
One scope note in the interest of accuracy: the handbook cited here is the Dubai licensing document, published by the RTA Licensing Agency. Other emirates run their own arrangements, and the classification detail above should be confirmed with the licensing authority for your emirate rather than assumed to apply federally.
Is a Forklift "Lifting Equipment" or "Plant"?
This distinction sounds academic. It decides your inspection budget, so it is not.
In Abu Dhabi, ADOSH-SF Code of Practice CoP 34.0, Safe Use of Lifting Equipment and Lifting Accessories, version 4.1 dated 16 February 2026, sets a demanding regime. In accordance with QCC ADS 22/2018, all lifting equipment must be thoroughly examined and tested at least every 12 months; only third-party inspection bodies approved by the QCC may carry out that examination; equipment used for lifting persons must be examined and tested at least every six months; lifting accessories must be thoroughly examined by an approved third-party body at least every six months; and cranes with a variable radius require a maximum SWL test at least once every four years. Employers must also maintain a register of all lifting equipment and accessories at each work site, with daily visual and weekly detailed inspections recorded.
But CoP 34.0 defines lifting equipment as any device used for lifting or lowering a load, "typically includ[ing] mobile cranes, tower cranes, gantry cranes, crawler cranes, hoists and elevating work platforms". Forklifts are not named. They appear instead in CoP 36.0, Plant and Equipment, version 4.0 dated 15 July 2024, which gives "an excavator, forklift or bulldozer" as its worked examples of powered mobile plant.
That is a materially different regime. CoP 36.0 requires employers to ensure employees and contractors are competent and, where necessary, hold the required certificates of competence; that training is specific to the type and classification of the plant; that training records name the person, subject, dates and provider; that appropriate tests, checks and inspections are made; that a regular inspection programme is developed with defined frequencies and that those carrying out inspections are competent and independent of production and maintenance functions; and that records of all maintenance are kept readily available for inspection for not less than five years. It also requires that employees operating ride-on plant such as a forklift wear the seatbelt provided.
An honest caveat, and an important one. The reading above is what the two codes say on their face. Scope questions of this kind are settled by the authority having jurisdiction, not by a buyer's reading of the text, and a site's own client HSE requirements frequently impose third-party inspection on forklifts as a contractual matter whether or not the code demands it. Confirm the position for your fleet, your emirate and your client contracts in writing before you either budget for six-monthly third-party inspection or assume you can skip it. What you should not do is assume the crane regime and the forklift regime are the same document — they are not, and suppliers quoting "fully certified" machines are sometimes referring to whichever certificate is easiest to produce.
One genuine grey area worth raising with your HSE adviser: fit a jib to a forklift and you are using it to lift and position suspended loads in the manner of a crane, and the jib itself has the character of a lifting accessory. Whether that pulls the assembly into the CoP 34.0 regime is exactly the kind of question to put to the authority rather than to the supplier.
Federally, the baseline sits in Article 13 of Federal Decree-Law No. 33 of 2021 on the Regulation of Labour Relations in the Private Sector, which obliges the employer to provide a safe and appropriate work environment and the means to protect workers from occupational injury, with detailed occupational safety obligations including preventive measures, training and work-injury reporting set out in Articles 22 and 26 of Cabinet Resolution No. 1 of 2022. Operator competence and machine condition are employer obligations regardless of which code of practice governs the inspection interval, and the corresponding safety equipment and PPE procurement sits alongside the truck purchase rather than after it.
Diesel, LPG or Electric — and Lead-Acid or Lithium?
The fuel decision is usually settled by the building. Internal combustion trucks are excluded from enclosed spaces without adequate ventilation, and the RTA handbook is blunt about why: hydrogen gas can build up and create an explosion risk during battery handling, and internal combustion engines in confined spaces are dangerous. Food, pharmaceutical and cold-store environments push hard toward electric for contamination and emissions reasons, which is why the truck fleet decision so often falls out of the cold chain logistics specification rather than being taken independently.
Where electric is viable, the battery chemistry decision is the real money.

Published total-cost-of-ownership comparisons put lithium 30% to 50% lower than lead-acid over a five to eight year horizon on high-use multi-shift fleets. Read that number carefully before you carry it into a business case: it is a multi-shift figure. On genuine single-shift work with an eight-hour charge window and no swap requirement, the lead-acid economics frequently still hold, because the saving lithium delivers is largely the elimination of costs — the second and third battery, the charging room, the swap labour, the watering and equalisation routine — that a single-shift operation does not incur in the first place.
Three UAE-specific factors belong in the model and are usually absent. Ambient heat is the first: battery and charger thermal derating behaves very differently in a Gulf summer than in the temperate markets where most published TCO figures originate, and an enclosed charging area without cooling will shorten pack life on either chemistry. Charging infrastructure is the second — a lithium fleet needs distributed opportunity-charge points rather than a central charging room, which is a distribution board and containment question best resolved with your electrical materials and cabling package rather than discovered during installation, and a site without adequate supply may need temporary generator capacity during the transition. Consumables are the third: IC trucks carry an ongoing hydraulic oil and lubricants demand that electric fleets substantially reduce, and that line rarely appears in a purchase comparison.
Rent or Buy?
Published UAE rental indications put a standard three-tonne diesel forklift at roughly AED 250 to 450 per day on short hire, with one supplier quoting AED 4,500 to 5,000 per month for one to three tonne electric trucks, and long-term rates falling towards AED 145 per day on multi-year commitments. Treat all of these as indicative bands for shaping a budget rather than as quotable prices — rental pricing in this market is negotiated against duration, lift height, maintenance provision and fleet availability, and the spread between a quoted list rate and a tendered rate is wide.
The decision rule is utilisation, not preference. Rental is the correct answer where demand is seasonal, project-linked or running below roughly half of single-shift utilisation, because it converts capital and maintenance exposure into an operating line and moves availability risk onto the hirer. Purchase is correct on sustained high utilisation, on configurations a rental fleet does not stock, and where a long-life electric truck can amortise the battery investment. What is often overlooked is that renting does not move the safety obligation. ADOSH-SF CoP 36.0 is explicit that an employer which hires out used plant to an end user has the same obligations as a supplier of plant: the hirer must take all reasonable steps to ensure the plant is safe and without risk to health when used appropriately, must ensure the plant is accompanied by information on how it is to be used so that risks can be managed, and must ensure the plant is inspected between hires with maintenance and repairs carried out. Suppliers of plant must also obtain documented evidence of examination and testing from the manufacturer, along with information for safe operation and maintenance.
That converts directly into contract terms. A rental agreement worth signing should carry, at minimum:
- The between-hires inspection record for the specific machine being delivered, not a fleet-level assurance.
- The operating and maintenance information for the model, in a form your operators can actually use.
- The manufacturer's data plate rating, and the attachment name plate rating for any attachment supplied with the truck.
- The unladen service weight, so the licence class question is answered before the machine arrives.
- A defined response time for breakdown, and a defined substitution obligation — a like-for-like replacement machine, not a credit note, because a credit does not move your pallets.
- Which party carries servicing, tyres and consumables, and at what interval.
- Damage and fair-wear-and-tear definitions agreed at the start, with a joint condition report on delivery and collection.
What Does It Cost to Land, and What Does It Cost to Keep?
Forklifts are classified under HS heading 8427, covering fork-lift trucks and other works trucks fitted with lifting or handling equipment: 8427.10 for self-propelled electric trucks, 8427.20 for other self-propelled internal-combustion trucks, and 8427.90 for other works trucks. The GCC Customs Union applies a common external tariff of 5% on the CIF value of most goods entering from outside the union. Goods held in a UAE free zone are not assessed duty until they enter the mainland or another GCC market, and re-export from the zone is duty-free; goods manufactured within the GCC are treated as local provided at least 40% of raw materials originate in the GCC.

On product conformity, a deliberate non-claim. Electrical and electronic goods entering the UAE market face conformity assessment under the Emirates scheme, and it is tempting to extend that framing across every industrial category. We were not able to confirm from a first-party regulated-products list that self-propelled industrial trucks sit inside the mandatory scheme, and stating that they do without that confirmation would be guesswork dressed as compliance advice. What is verifiable is the standards landscape: the ISO 3691 series governs industrial truck safety requirements and verification, with Part 1 covering self-propelled industrial trucks other than driverless, variable-reach and burden-carrier trucks, Part 2:2023 covering self-propelled variable-reach trucks, Part 3 covering trucks with an elevating operator position, and Part 4:2023 covering driverless trucks. Specify the applicable part in the tender, require the declaration of conformity and the test documentation naming the exact model, and put the regulated-status question to a customs broker or a conformity assessment body. The larger number is not the landed cost at all. Over a seven-year life a forklift's parts, service and downtime cost commonly exceeds its purchase price, which makes the service agreement the real negotiation. Ask for the scheduled maintenance interval in hours, the labour rate and travel charge, the guaranteed response time, and critically the parts availability position — the OEM-versus-aftermarket decision behaves the same way here as elsewhere in industrial spare parts procurement in the UAE, and a truck from a brand with thin local parts depth is a cheap purchase and an expensive asset. How Should You Structure the RFQ?
Bring the following to market and the quotations will be comparable. Leave any of it out and they will not be, however many suppliers you approach. This is the same discipline that separates a defensible order from an expensive one across industrial machinery and equipment sourcing generally.
- The application, not the machine. State load types and dimensions, maximum load weight, required lift height, aisle width, floor condition, indoor or outdoor, shift pattern and hours per year. Let bidders propose the family.
- Required capacity at your actual load centre, stated in millimetres — and, where attachments are specified, capacity with the attachment fitted.
- Attachment schedule, with a requirement that the attachment name plate rating be supplied and that the derated capacity be documented on the machine.
- Unladen service weight stated on the quotation for every model offered, so the operator licence class is settled before the order.
- Power source and, for electric, battery chemistry, capacity, charger specification and the required electrical supply — including whether opportunity charging is intended, because that changes the infrastructure.
- Tyre type and fitment matched to the actual surfaces, not to the catalogue default.
- Applicable ISO 3691 part and the declaration of conformity, with test documentation naming the exact model rather than a sibling.
- Operating and maintenance documentation in a usable form, plus the manufacturer's evidence of examination and testing.
- Service agreement terms: interval in hours, labour rate, travel charge, guaranteed response time, and local parts stock position for the specific model.
- Delivery terms as an Incoterm with named place, and who carries duty, insurance and offloading.
- Lead time per line, distinguishing ex-stock from indent, because a single indent line governs your programme.
- A substitution clause: no equivalent model, tyre, battery or attachment may be supplied without written approval.
That last clause is worth more than any discount you will negotiate. In a category where the substitutions — a different tyre compound, a smaller battery, an attachment that derates the truck below your requirement — are invisible on a delivery note and expensive in service, the substitution clause is the specification.
