HVAC Ductwork and Fittings Wholesale UAE 2026: A B2B Sourcing Guide

Ductwork is bought by the square metre and it fails by the leakage test. That gap is the structural problem with this category, and it is why duct packages generate more late-stage variations than almost any other mechanical trade in the UAE. A buyer comparing three quotations for 6,000 square metres of galvanised rectangular duct will see three rates, three gauges and three delivery programmes. Almost nothing on the page answers the two questions that decide whether the package is actually buildable at the price quoted: which construction standard is this duct being built to, and who is paying for the pressure test that Dubai Municipality requires before occupancy.

The second question is the expensive one. Dubai's green building system does not treat duct leakage as a design aspiration. It names a numeric trigger, it requires a test before occupancy, and it restricts who may perform that test to a category of company that is not, in the ordinary case, your duct fabricator. A duct rate that silently excludes the test is not a cheaper duct rate. It is an incomplete scope with the cost deferred to the point in the programme where you have the least leverage to argue about it.

This guide is written for the person issuing the enquiry rather than the engineer sizing the system. The useful way to break this category down is by service, because service selects the material, the construction standard and the approving authority simultaneously. A fabricator who is excellent at galvanised supply and return ductwork may have no welding capability at all for a stainless grease duct, and the difference is not price but process.

Fittings deserve to be procured as a distinct problem rather than as a percentage uplift on the duct rate. Dampers, fire dampers, volume control dampers, grilles, diffusers, louvres, flexible connectors, access panels, hangers and the sealant on every joint each carry their own specification, and several of them carry approval requirements that the plain duct does not. A fire damper is a listed product with a fire rating; a volume control damper is not. Quoting them as one line called "dampers and accessories" hides exactly the item most likely to hold up an inspection. Buyers arriving at this category from the equipment side often expect it to behave like plant procurement. It does not. Which Document Actually Governs Your Duct Order?

There is no single national approved-duct register in the UAE, and no ministry conformity certificate that covers fabricated ductwork as a product family. The governing document comes from a combination of what the duct is for, where the building is, and what kind of building it is. For a commercial building in Dubai, three separate instruments touch the same duct run.

The first is Al Sa'fat, the Dubai Green Building System, administered by Dubai Municipality. It carries the leakage and insulation obligations, and it is the instrument that most directly changes what you have to buy and what you have to pay someone to test. The second is the fire and life safety framework administered by Civil Defence, which governs fire dampers, smoke control duct, and the fire performance of materials installed in the building. The third is the project specification written by the MEP consultant, which selects the construction standard, the gauge schedule and the sealant class, and which is the only one of the three that will tell you what the duct is physically made of.

Licensed healthcare facilities add a fourth. The Dubai Health Authority's Health Facility Guidelines, Part E Engineering Services, sets certification and design standards for new construction and major renovation healthcare projects within the Emirate of Dubai, and it is unusually explicit about ductwork. Because it is published guidance rather than a paywalled standard, it is also one of the clearest available windows into which duct construction documents UAE authorities actually name.

A caution that applies throughout this guide. The Dubai Civil Defence portal page for the UAE Fire and Life Safety Code of Practice did not serve a downloadable code document when checked for this guide, and the copies of that code circulating freely online are older editions. Clause numbering in fire codes changes between editions. Confirm the edition in force and the applicable clause with the authority having jurisdiction before writing a clause reference into a purchase order, exactly as you would when sourcing Civil Defence approved fire safety equipment or working through the Civil Defence approved-product buying process.

What Does Al Sa'fat Require on Ductwork Air Leakage?

This is the clause that changes the commercial shape of a duct package, and it is short enough to read in full. Article 502.13 of Al Sa'fat, in the second edition dated January 2023, provides:

For all buildings, air ductwork must be designed, built and installed to ensure that air leakage is minimised. Ductwork, with equipment attached to it, with an external static pressure exceeding two hundred and fifty (250) Pascal (Pa) and all ductwork exposed to external ambient conditions or within unconditioned spaces must be pressure tested prior to occupancy in accordance with a method approved by Dubai Municipality (DM) and a compliant amount of air leakage achieved.

Ductwork leakage testing must be carried out by a company approved by DM to conduct commissioning of buildings.

Three things in that text carry directly into procurement.

The trigger is a number, and it is a number your fan selection controls. Ductwork with equipment attached whose external static pressure exceeds 250 Pa is in scope. So is all ductwork exposed to external ambient conditions or running within unconditioned spaces, regardless of pressure. In a UAE building that second limb is broad: risers, plant rooms, car parks, roof-level runs and any duct above an unconditioned ceiling void can fall inside it. A buyer scoping the test volume from the pressure trigger alone will systematically underestimate it.

The test is a precondition of occupancy, not a quality nicety. The clause says pressure tested prior to occupancy and a compliant amount of air leakage achieved. That places it on the critical path to handover. A failed test on installed duct behind closed ceilings is a remediation exercise with access costs attached, which is why the sealant specification and the joint type you accept at tender stage have consequences far beyond their line-item value.

The tester is a defined party. Testing must be carried out by a company approved by Dubai Municipality to conduct commissioning of buildings. Your duct fabricator is not automatically that company. Treat the leakage test as its own scope line in the procurement plan, ask every bidder in writing whether it is included, and ask which approved commissioning company they intend to engage. A tender comparison in which one bidder has priced the test and two have not is not a comparison at all.

There is also a live edition question worth knowing about. In the earlier Version 2.0 of the Dubai Green Building System, the same article opened "For all new buildings". The second edition of January 2023 opens "For all buildings". That is a widening of scope, and it is the kind of change that a specification copied forward from an older project will silently miss. Article 502.11, covering insulation, still reads "For all new buildings" in the 2023 edition, so the two articles are not symmetrical and should not be assumed to move together.

How Thick Must Duct Insulation Be, and Why Does Thickness Alone Not Compare?

Article 502.11 requires that all pipes carrying refrigerant, hot water or chilled water, and ducts including prefabricated ducts supplying conditioned air, be insulated to minimise heat loss and prevent condensation. It then splits the requirement by location. Pipes and ducts passing through conditioned spaces must be insulated in accordance with BSI British Standard BS 5422 or another insulation standard approved by Dubai Municipality. Ducts passing through outside or unconditioned spaces must meet the minimum thickness in Table 502.11 (2).

That table is the single most useful thing a duct insulation buyer can have in front of them, because it is indexed on two variables rather than one.

λ is the thermal conductivity of the insulating material at a mean temperature of 10 degrees Celsius. Read the table across rather than down and the procurement consequence becomes obvious: thickness is meaningless without the lambda value it belongs to. At a 10 degree duct temperature, 48 mm of a 0.018 W/mK material complies and 48 mm of a 0.038 W/mK material is barely more than half of the 84 mm required. Two quotations, one at 50 mm and one at 85 mm, may look like a specification mismatch and a padded price. They may equally be two correct answers to the same duty using different materials, or one correct answer and one that has been quoted against the wrong row.

The discipline that fixes this costs nothing: require every duct insulation quotation to state the declared thermal conductivity at a mean temperature of 10 degrees Celsius alongside the offered thickness, and evaluate the pair. A rate per square metre that is materially below the market on a thinner build-up is very often a higher-lambda product. That is not necessarily wrong, but it is only right if the thickness has moved to match, and it changes the space the duct occupies in the ceiling void, which is a coordination issue rather than a purchasing one.

Two further requirements sit alongside the table and are routinely omitted from enquiries. Insulation materials must meet the requirements of the regulation covering thermal and acoustical insulation materials, or BS 5422, whichever is the more stringent. And installation for all insulations must have a suitable vapour barrier and protection from ultraviolet light. In a climate where a rooftop duct run sits under direct sun for most of the year, UV protection is a durability requirement rather than a formality, and it is a legitimate rejection point on delivery if the specified facing has not been supplied.

Which Duct Insulation Materials Are Actually Certified in Dubai?

This is where the ductwork category diverges sharply from the fabricated duct itself, and it is the part of the order that has a standing certification route you can check before you buy.

Al Sa'fat's regulation on thermal and acoustical insulation materials sets seven conditions on insulation installed in a building. It must be manufactured without the use of chlorofluorocarbons. It must be non-toxic and must not release toxic fumes during combustion. It must have 0.05 ppm or less of added formaldehyde. It must have a threshold limit value of 0.1 or less of individual volatile organic compounds. It must be fire resistant as required by Dubai Civil Defence. Thermal insulation materials should be certified by Dubai Central Laboratory. And it must achieve all the requirements set forth by Dubai Municipality. All thermal and acoustical insulation must be installed as per the manufacturer's instructions and must be approved by Dubai Municipality.

The sixth of those is the one with a public paper trail. Dubai Central Laboratory Department operates third-party product certification through factory assessment, and it publishes a list of certified thermal insulation manufacturers. That list carries a specific product description, "Pipe and Duct Insulation", certified against an Al Sa'fat standard reference. In the published list reviewed for this guide, 23 factories held certification in that product description, of which the following were UAE-based.

The remaining certificate holders in that product description were manufacturers in Saudi Arabia, Kuwait, Germany, Malaysia, Thailand, Indonesia, China, Australia and the United States, which tells you something useful on its own: this is a category with genuine domestic manufacturing depth and a wide certified import base, so a buyer has real choice on both sides.

An important caveat on that list. The published version reviewed for this guide was stated as valid as of 10 January 2021. Certificates lapse, factories are added and removed, and scopes change. Treat the table above as evidence that a certified domestic supply base exists and as a starting point for enquiry, not as a current approved-vendor list. Pull the live list from Dubai Central Laboratory, or ask the supplier for its certificate number and expiry date with the quotation and verify it, exactly as you would verify a conformity mark under the GSO and SASO certification regime.

There is a second reason to care where the material is made. Al Sa'fat awards credit for regional materials, requiring that a percentage of the total materials used in construction be procured regionally — 5 percent for Silver Sa'fa, 10 percent for Golden and 15 percent for Platinum — with an equivalent tiered requirement for recycled content. Duct insulation is a high-volume, high-weight material category, which makes it an efficient contributor to those percentages. A buyer choosing between a certified Sharjah factory and a certified overseas factory at similar landed cost is not making a neutral choice if the project is chasing a Sa'fa rating.

What Construction Standard Should the Duct Itself Be Built To?

Fabricated ductwork does not carry a standing product certificate in the way insulation does. It is built to a construction standard nominated in the project specification and accepted through submittals and inspection. The practical question for a buyer is therefore which standard the consultant has named, because the gauge schedule, joint and seam types, reinforcement spacing and permitted sealants all follow from it.

UAE authority guidance shows which documents are actually in play. The Dubai Health Authority's Health Facility Guidelines, Part E Engineering Services, lists among the certification and design standards required for all new construction and major renovation healthcare projects within the Emirate of Dubai:

The guidance states that the latest versions of those documents apply at the time of project registration, which is a useful default to write into a purchase order in place of a fixed edition year. DW/144 and SMACNA are not interchangeable. They are two coherent construction systems with different gauge and reinforcement logic, and a duct built to one and inspected against the other will generate findings. Establish which applies before you tender, not after.

The same guidance is specific about materials for the harder services, and these are the lines that most often get mispriced:

Welded stainless duct is a different manufacturing operation from folded and sealed galvanised duct, with different labour, different quality control and a different price per square metre. A grease extract or laboratory exhaust line carried at a standard rectangular duct rate has been mispriced, and the correction usually arrives after award. Three further points from the same guidance are worth carrying into a specification review. Access panels are to be fitted at each reheat coil and at each fire and smoke damper to allow annual inspection, which is a quantity that should be counted and priced rather than described as "as required". Duct systems are to be designed to be accessible for duct cleaning, generally through the provision of access panels — a maintainability requirement that connects directly to the cleaning and hygiene supply side of building operations. And internal lining of ductwork is not permitted in healthcare facilities after final filtration, per ASHRAE 170, except in terminal units, sound attenuators and air distribution devices, where such lining must have an impervious cover or certification citing no vapour absorption and must be acceptable to local Civil Defence requirements. Where lining is excluded, acoustic performance has to be met by attenuators instead, which is a component you must then buy.

On the perennial rectangular-versus-round question, the same guidance observes that rectangular galvanised steel has consistently been shown to be more cost effective than rigid circular ductwork, which is less efficient in its space requirements and normally more expensive because of the cost of fittings. That is a healthcare-context observation rather than a universal rule, but it matches what UAE fabricators quote, and it is a reasonable prior to bring to a value-engineering conversation.

How Do Ductwork and Fittings Classify for Customs?

Buyers who import duct components frequently assume one tariff line covers the package. It does not, and the split is not where intuition puts it.

Rigid ductwork of iron or steel, together with grilles and air diffusers, sits in the Chapter 73 structures family under HS heading 7308, which covers structures and parts of structures of iron or steel. Flexible duct behaves differently because it is a composite article of several materials, and composite articles are resolved by the interpretative rules rather than by a plain reading of the headings.

A useful worked example comes from United States Customs ruling NY N298207. A flexible air duct composed of 70 percent aluminium, 20 percent steel wire and 10 percent polyvinyl chloride, used for transferring air in residential and commercial ventilation systems, was classified under HS 8307.90 as flexible tubing of base metal. Customs applied General Rule of Interpretation 3(b), under which composite goods are classified according to the component that gives the article its essential character, found that the metal components at 90 percent by weight imparted that character, and selected aluminium as the predominant metal under Section XV Note 7. The stainless steel duct clamps supplied with it classified separately under 7326.90 as other articles of iron or steel.

That is a United States ruling and it does not bind a UAE or GCC customs authority. But the six-digit headings and the General Rules of Interpretation are the international Harmonized System, so the classification logic travels even though the national statistical suffixes and the duty rates do not. The practical takeaway is that rigid duct, flexible duct and duct accessories can land in three different chapters, and a landed-cost model built on a single assumed line will be wrong on at least two of them.

On rate, the GCC common external tariff applies a standard 5 percent rate to most imported goods, with variations by tariff line, so confirm your specific line rather than applying 5 percent as a blanket assumption. Goods originating in GCC member states are treated as UAE local goods where the origin threshold is met, which removes the duty rather than reducing it. Where the duct package is being shipped as part of a wider mechanical order, forwarder selection matters more than usual, because duct is bulky, low-density and easy to damage in transit.

Where Do UAE Buyers Actually Source Duct and Fittings?

Domestic sheet-metal fabrication. The UAE has a deep and competitive duct fabrication base, concentrated in the industrial areas of Dubai, Sharjah and Ajman, working in galvanised steel, stainless steel, mild steel and aluminium, and quoting against DW/144 and SMACNA. Because duct is made to your drawings, the fabricator is effectively a subcontractor rather than a stockist, and should be evaluated as one: shop capacity, coil sourcing, the auto-line they run, quality control on seams, and their record on leakage testing. Buying domestically also shortens the coordination loop when drawings change, which on a live project they will.

Pre-insulated panel duct. Rigid phenolic and PIR panel systems arrive as panels and are cut and assembled into duct, which shifts labour from the shop to the site and removes the separate insulation trade. Several of the certified insulation manufacturers listed above operate in this space. The commercial case turns on the trade-off between a higher material rate and a lower installed labour and programme cost, and it is worth modelling rather than assuming.

Imported components. Dampers, fire dampers, grilles, diffusers, louvres, flexible duct and specialist accessories are largely imported, and this is where product listings and approvals matter most. A fire damper is a listed product and its listing is the point of the purchase; a decorative linear grille is not.

Insulation. As set out above, this category has both a certified domestic base and a broad certified import base, and it is the one part of the duct order with a published certification list you can check before committing.

Article 502.11 requires that pipes carrying refrigerant, hot water or chilled water, and ducts including prefabricated ducts supplying conditioned air, be insulated to minimise heat loss and prevent condensation. Ducts passing through outside or unconditioned spaces must meet the minimum thickness in Table 502.11 (2), which indexes thickness against two variables at once: the minimum air temperature inside the duct and the thermal conductivity of the insulating material at a mean temperature of 10 degrees Celsius. At a 15 degree duct temperature the minimum is 42 mm for a material at 0.018 W/mK and 61 mm at 0.038 W/mK. At 10 degrees it is 48 mm and 84 mm. At 5 degrees it is 57 mm and 107 mm. At 0 degrees it is 66 mm and 127 mm. Ducts passing through conditioned spaces are handled instead by BS 5422 or another insulation standard approved by Dubai Municipality.

Why can two duct insulation quotations at different thicknesses both be compliant?

Because Table 502.11 (2) is a function of thermal conductivity as well as thickness, and the two move together. A material with a lambda value of 0.018 W/mK needs 48 mm at a 10 degree duct temperature, while a material at 0.038 W/mK needs 84 mm for the same duty. A quotation offering 50 mm is compliant on the first material and badly non-compliant on the second, and nothing on the face of the quotation tells you which case you are in unless the lambda value is stated. This is the single most useful discipline to add to a duct insulation enquiry: require the declared thermal conductivity at a mean temperature of 10 degrees Celsius alongside the offered thickness, and evaluate the pair rather than the price per square metre. A cheaper rate at a thinner build-up is frequently a higher-lambda material that has been quoted against the wrong row of the table.

What construction standard should sheet-metal ductwork be built to in the UAE?

The construction standard comes from the project specification rather than from a single national duct regulation, but Dubai authority guidance shows which documents are actually named. The Dubai Health Authority's Health Facility Guidelines, Part E Engineering Services, lists among its certification and design standards the DSP DW/144 Specification for sheet metal ductwork, the DSP DW/172 Specification for kitchen ventilation systems, SMACNA HVAC Systems Duct Design and the SMACNA HVAC Duct Construction Standards for metal and flexible duct. That guidance applies to new construction and major renovation healthcare projects within the Emirate of Dubai, and it states that the latest versions apply at the time of project registration. Outside healthcare, DW/144 and SMACNA remain the two reference families that UAE fabricators quote against, but you should confirm which one your consultant has specified, because gauge schedules, joint types and reinforcement spacing differ between them.

What material is required for kitchen extract ductwork?

Where the Dubai Health Authority guidance applies, kitchen hood exhaust is to be 16-gauge black steel where concealed and 18-gauge type 304 stainless steel, welded and polished to a No. 3 finish, where exposed. The same guidance requires type 304 stainless steel with welded joints for commercial dishwasher exhaust, steam sterilizer and sterile washer exhaust, and for laboratory hood exhaust ductwork. Two points matter for buyers. Welded construction is a fabrication method, not a finish, and it prices very differently from the folded and sealed joints used on standard supply ductwork, so a grease duct line quoted at a standard rectangular duct rate has almost certainly been mispriced. And commercial kitchen extract also sits under Civil Defence fire requirements, which run on a separate approval track from the green building and health facility rules. Confirm both before award.

Do rigid and flexible ducts classify under the same customs heading?

No, and assuming they do is a landed-cost error. Rigid ductwork, grilles and air diffusers of iron or steel sit in the Chapter 73 structures family under HS heading 7308. Flexible duct behaves differently because it is a composite article. In United States Customs ruling NY N298207, a flexible air duct made of 70 percent aluminium, 20 percent steel wire and 10 percent polyvinyl chloride was classified under HS 8307.90 as flexible tubing of base metal, applying General Rule of Interpretation 3(b) on the component giving the article its essential character, with aluminium selected as the predominant metal under Section XV Note 7. The accompanying stainless steel duct clamps classified separately under 7326.90. That is a US ruling and is not binding in the UAE, but the six-digit headings and the interpretative rules are the international Harmonized System, so the reasoning transfers even though national suffixes and duty rates do not. The GCC common external tariff applies a standard 5 percent rate to most imported goods with variations by line, so confirm your specific tariff line rather than applying a blanket figure.
