Adhesives and Sealants Suppliers UAE 2026: A B2B Construction Chemicals Sourcing Guide

Adhesives and sealants are the cheapest line on a fit-out bill of quantities and the most expensive one to get wrong. A cartridge of silicone costs a few dirhams. A facade sealant that fails in its third summer costs a rope-access team, a full re-rake of every joint, and a water-ingress claim. A tile adhesive one class below specification costs the floor. And a firestop package split across two brands to save a few thousand dirhams costs the certificate at handover, because the tested system it was supposed to form no longer exists.

What makes this category unusual is that almost none of that risk is visible on a quotation. Two products described as "grey polyurethane sealant, 600 ml sausage" can differ by a factor of three in movement capability, sit on opposite sides of a green building VOC threshold, and carry manufacturing dates eleven months apart. The quotation will not tell you. The datasheet will, and so will the regulation, and both are documents a buyer can read before signing.

This guide is written for the person issuing that tender. It covers what the market actually sells, how the datasheet designations translate into a specification bidders cannot game, what Dubai and Abu Dhabi each genuinely require and where the widely repeated version of those requirements is wrong, why firestop products break the normal rules of competitive sourcing, how shelf life behaves in Gulf conditions, and what an RFQ has to carry to be worth issuing.

What Does the UAE Adhesives and Sealants Market Look Like in 2026?

The demand picture matters mainly because it sets your negotiating position, and here it is comfortable. IMARC sizes the GCC construction adhesives and sealants chemical market at USD 440.4 million in 2025, reaching USD 721.8 million at a compound annual growth rate of 5.47% across 2026 to 2034. On the UAE alone, published estimates disagree in the way market reports usually do: one puts the adhesives and sealants market at USD 117.01 million in 2025 growing to USD 221.34 million by 2034 at a 7.34% CAGR, while TechSci Research publishes 7.54% over its own forecast window. MarkNtel Advisors sizes the wider UAE construction chemicals market at roughly USD 1.4 billion in 2024, reaching USD 1.81 billion by 2030 at a 4.35% CAGR.

Do not spend long reconciling those numbers. The shape is what matters, and every source agrees on it: mid to high single digit growth on a broad, competitive distributor base with substantial regional manufacturing. That is a normal commercial negotiation, not an allocation queue. If a supplier is pricing as though the material is scarce, the market data does not support it.

Two structural features do affect sourcing. First, a large share of construction chemicals consumed in the Gulf is blended regionally, which shortens lead times and makes batch traceability easier to obtain than in imported categories — a real advantage you should exploit in the RFQ. Second, the sustainability driver named in every one of these reports is not marketing. It is the two emirate-level regulatory systems covered below, and it is the reason a compliant product and a non-compliant product can sit side by side on the same distributor's shelf at different prices.

Which Product Families Are You Actually Buying?

Most of the adhesives and sealants suppliers UAE contractors deal with carry several distinct chemistries under one catalogue heading. They are not interchangeable, and a tender that names only a colour, a pack size and the word "sealant" invites bidders to quote whichever family is cheapest for them to supply.

The choice is normally forced by the substrate and the joint rather than by preference, which is why the sealant decision and the facade decision belong together rather than in sequence — the same coordination logic that governs aluminium and glass products sourcing in the UAE. Choosing the glazing system first and the sealant afterwards is how a project ends up with a high modulus product on a joint that needs to move.

Two families in that table behave unlike the rest and are covered separately below. Firestop products sit inside a certification regime that removes the buyer's freedom to shop by line item. And anything used on the interior of a building in Dubai or Abu Dhabi is governed by an emissions rule that a datasheet alone cannot satisfy. Everything else in the category is a conventional sourcing exercise once the specification is written properly — and the specification is written in the datasheet's own language.

Why Does the Datasheet Designation Decide the Tender?

This is the section that saves the most money, and it rests on three short alphanumeric codes that already appear on every reputable product's technical data sheet.

Sealants: ISO 11600 and ASTM C920

ISO 11600 classifies building sealants by type, movement capability and modulus. Type F is for facade joints, type G for glazing. The number is the movement capability expressed as a percentage of joint width, with classes of 25, 20, 12.5 and 7.5 — so a class 25 product accommodates 25% joint movement. The suffix distinguishes modulus: LM is low modulus, exerting relatively low stress on the bond line and therefore suited to porous or brittle substrates such as concrete, stone and precast, while HM is high modulus and suited to stiffer structural and metallic joints.

So "ISO 11600 F 25 LM" is a facade sealant with 25% movement capability and low modulus. Write that in the tender and every bidder quotes the same thing. Write "grey silicone sealant" and you have delegated three engineering decisions to whoever is cheapest.

American-referenced projects use ASTM C920 instead, which designates by Type (S for single-component, M for multi-component), Grade (P pourable, NS non-sag), Class (the movement capability, such as 25 or 50) and Use (T traffic, NT non-traffic, G glass, A aluminium, M mortar, O other). It encodes the same decisions in a different order. A UAE project frequently carries both references in different specification sections, which is worth reconciling before the RFQ goes out rather than at submittal review.

Tile adhesives: ISO 13007

The tile adhesive designation is equally compact. C denotes a cementitious adhesive. Class 1 is a normal adhesive meeting a minimum tensile adhesion strength of 0.5 N/mm²; class 2 is an improved adhesive at 1.0 N/mm² or above. The optional letters add characteristics: T for slip resistance, E for extended open time, F for fast setting. Deformability is separate: S1 covers transverse deformation between 2.5 and 5 mm, S2 is 5 mm or more.

A "C2TE S1" is therefore an improved, slip-resistant, extended-open-time, deformable cementitious adhesive — a normal specification for large-format porcelain on a substrate that will move. A "C1" is a different product at roughly half the adhesion class. Both will be quoted against a line reading "tile adhesive, 25 kg bag" and the price gap will look like a supplier being competitive. The rule that follows applies across the whole category: tender the designation, not the description. The designation is the only part of the offer that is auditable at delivery, because it is printed on the packaging.

What Does Dubai Actually Require — and What Does It Not?

This is where most published guidance on the category is wrong, so it is worth reading the regulation rather than the summaries of it.

Al Sa'fat, the Dubai Green Building Evaluation System, carries regulation 404.02, Low Emitting Material: Adhesives and Sealants, within Section Four, Building Vitality, Chapter 4, Hazardous Materials. It appears at item 16 in the system's own table of General Requirements, which is to say it is not an optional credit. The text reads: for all buildings, including new applications in existing buildings, all adhesives, adhesive bonding primers, adhesive primers, sealants and sealant primers used in the building should not exceed allowed limits of Volatile Organic Compound, and these materials must be accredited or certified from Dubai Central Lab or any source approved by Dubai Municipality.

Three things in that sentence are routinely missed by buyers.

The scope includes primers. Adhesive bonding primers, adhesive primers and sealant primers are named explicitly alongside the adhesives and sealants themselves. Primers are the line item most often bought loose, from a different supplier, late, and against no specification at all — and they are frequently the highest-VOC product in the package.

The regulation does not publish a grams-per-litre limit. Search results and supplier blogs will tell you Dubai enforces "strict g/L limits" and quote SCAQMD Rule 1168 numbers. The Al Sa'fat text quoted above does not contain a numeric table for adhesives and sealants. What it requires instead is certification: accreditation from Dubai Central Laboratory or a source Dubai Municipality approves. That is a materially different compliance obligation. A datasheet showing a low VOC figure does not satisfy it. A certificate does.

It applies inside the free zones. Regulation 101.04 states that the regulations apply to all buildings in the Emirate of Dubai including free zones. A fit-out inside a free zone warehouse or office is not outside the system.

The certificate you are actually asking suppliers for

The route to that accreditation is Dubai Municipality Type 1 Product Certification, administered by the Dubai Central Laboratory Department, Certification and Quality Control of Products Section. Its published scope includes "VOC of Adhesives and Sealants" assessed against the Green Building requirements, alongside categories such as non-paint coatings, double glazed architectural glass, plastic piping systems, bitumen damp proof course and formaldehyde in composite wood. The scheme works by sample drawing, inspection and results evaluation, with testing carried out at approved third-party laboratories.

The detail that belongs in your supplier questionnaire is the validity period: the certificate is valid for one year. A distributor's compliance folder can therefore contain a genuine certificate that expired eight months ago, and nothing about the product or its packaging changes when it does. Ask for the certificate number and the expiry date, not for confirmation that the product "is DM approved". One thing to note and not to over-claim: adhesives and sealants are not published as a named regulated category under the federal MoIAT conformity schemes in the way electrical, electronic and gas appliances are. Do not assume a framing borrowed from another product category applies.

What Does Abu Dhabi Require Instead?

Abu Dhabi's approach is the mirror image of Dubai's: it publishes the numbers, and it audits the paperwork.

The Estidama Pearl Building Rating System credit LBi-2.1, Material Emissions: Adhesives & Sealants, requires that a minimum of 95% by weight of all adhesives and sealants used on the building interior must not exceed VOC limits prescribed in South Coast Air Quality Management District Rule 1168, and that the remaining non-compliant products must be no more than 50% above the listed value. For schools, 100% of all adhesives and sealants must be compliant. The limits reproduced in the credit are:

Two consequences reach straight into procurement, and both are more commercially significant than the numbers.

Your purchase records become the compliance evidence. The credit's Construction Rating submission requires billing and purchase receipts for all interior adhesives and sealants used on the project, a tracking sheet signed by the construction managers recording receipt of all adhesives and sealants, and Material Safety Data Sheets and Technical Data Sheets for every product. This is not a design-stage declaration that a specification was written correctly. It is an audit of what was actually bought and delivered. A site-level substitution made to cover a two-day gap in supply becomes visible in the receipts, and the 95%-by-weight calculation is done on real quantities.

One bad adhesive can cost three credit points, not one. LBi-2.3, Material Emissions: Carpet & Hard Flooring, requires that any adhesives associated with the carpet, carpet cushion or hard flooring system also meet LBi-2.1. LBi-2.4, Material Emissions: Ceiling Systems, requires non-suspended ceiling systems to comply with LBi-2.1 for any adhesives and sealants. The adhesives credit is therefore a dependency of the flooring and ceiling credits. A non-compliant tile adhesive brought in as a cheap substitution can take down credits the buyer never associated with the purchase.

The practical control is unglamorous and effective: put a no-substitution clause in the purchase order, require the supplier to state the VOC content in g/L less water and exempt compounds on the quotation itself, and keep the delivery notes. This is the same documentation discipline that governs GCC construction materials procurement generally, and it costs nothing at the point of purchase and a great deal in retrospect.

Why Can't You Split a Firestop Package Between Suppliers?

Firestop sealants look like ordinary mastics and are procured like ordinary mastics, which is the single most expensive assumption in this category. Section 21 of the UAE Fire and Life Safety Code of Practice, issued by the General Headquarters of Civil Defence, sets requirements that remove most of a buyer's normal freedom of action. The section numbering below is as published in the edition reviewed; the code has been revised more than once, so confirm the current edition and clause numbers with the authority having jurisdiction for your project.

The single-source limitation

The code's quality assurance provisions state that firestop systems, for each kind of classified assembly, shall be obtained from a single manufacturer where possible — and, without qualification, that materials from different firestop manufacturers shall not be installed in the same firestop system or opening.

The reason is structural rather than commercial. A firestop system is not a product; it is a tested and listed assembly comprising the fill material together with its permanent forming, damming and backing materials — mineral wool, foams, sealants, fire-rated boards, PU backer rods — plus substrate primers and steel sleeves, all specified by the manufacturer as part of one design listing. Substituting a cheaper backer rod from a second brand does not produce a slightly cheaper system. It produces an assembly with no valid listing behind it, and the listing is the entire basis on which the rating is claimed.

So the normal sourcing instinct — break the package into line items, award each to the lowest bidder — is prohibited here. Tender the firestop scope as a system, per assembly type, to a single manufacturer, and compare the packages rather than the cartridges.

What the ratings mean, and why they are on the drawings

The code defines three ratings a buyer will see on submittals. The F rating is the time in hours that the system prevents passage of flame through an opening and does not permit projection of a water stream, determined by ASTM E 814, UL 1479 or UL 2079. The T rating is the period for which the system keeps the unexposed surface and any penetrating items from exceeding a 325°F (163°C) temperature rise, and includes passing the F rating for the same period. The L rating is the air leakage through the rated assembly at a specified 0.30 inch water column pressure, expressed in cubic feet per minute per square foot of opening, per UL 1479 and UL 2079, measured at ambient and at elevated temperature.

The test standard follows the configuration: through-penetration systems are rated to ASTM E 814 or UL 1479; membrane penetrations to ASTM E 119; fire resistive joint systems to ASTM E 1966 or UL 2079; and curtain wall perimeter fire barrier systems to ASTM E 2307. On-site inspection is carried out to ASTM E 2174 for through penetrations and ASTM E 2393 for joints and perimeter barriers. In every case the code requires the system rating to be at least equal to the rating of the barrier being penetrated.

The three procurement clauses buyers miss

The full submittal package the code requires from the manufacturer or supplier to the installer is worth quoting in the RFQ verbatim: product data including specifications, technical data and MSDS with composition and limitations; design listings with illustrations from an accredited testing laboratory applicable to each configuration; site-specific Engineering Judgments where needed; and a method statement setting out the manufacturer's installation instructions. If a bidder cannot supply that set, they are quoting a cartridge, not a system. How Do Shelf Life and Gulf Heat Change the Buying Calculus?

Construction chemicals are reactive products with a finite usable life, and the Gulf is an unusually hostile place to store them. This is the failure mode that turns a good price into a write-off.

The fire code is explicit for firestop products and its logic generalises. It requires products to be delivered to site in original, unopened containers or packages with intact and legible manufacturer labels identifying product name, manufacturer, manufacturing and expiry dates, lot number, design listing and classification marking. It requires storage and handling per the manufacturer's instructions to prevent deterioration or damage from moisture, temperature changes or contaminants. And it requires, without exception, that all firestop materials be installed prior to expiration of shelf life.

Three commercial consequences follow.

A volume discount against a long call-off schedule can be a loss. Buying twelve months of consumption at a nine-month effective shelf life leaves you with expired stock and, on a firestop package, stock you are not permitted to install. Buy against the construction programme, not against the discount curve.

The manufacturing date belongs on the delivery note. Distributors clear slow-moving stock, and near-expiry lots are exactly what gets offered at an attractive price to a buyer who has not asked. Make the manufacturing date and lot number a mandatory field on the delivery documentation and a rejection criterion, not a query.

Storage temperature is a real cost line. Cure chemistry, pot life and skin time are all temperature-dependent, and an uncooled warehouse in a Gulf summer sits far outside the conditions most datasheets assume. If a material requires controlled storage, that requirement travels down the chain to your own warehouse and to any consolidation point — the same temperature-integrity problem that governs temperature-controlled logistics in the UAE, applied to a category nobody thinks of as temperature-sensitive. Solvent-based products add a separate handling dimension: they are governed by the safety data sheet, require ventilation per the manufacturer's MSDS during installation, and their transport and storage sit under hazardous materials controls administered by Civil Defence and the relevant environmental authority. Confirm the classification of each product with the supplier before it arrives at your gate, and keep the safety data sheets with the delivery record. What Does It Cost to Land?

Adhesives and sealants are usually classified under two HS headings, and buyers often use only one. Prepared glues and other prepared adhesives not elsewhere specified fall under heading 3506. Glaziers' putty, resin cements, caulking compounds and other mastics, together with painters' fillings and non-refractory surfacing preparations for facades, indoor walls, floors and ceilings, fall under heading 3214. Some construction chemical admixtures classify elsewhere again. The GCC Customs Union applies a common external tariff of 5% on the CIF value of most goods entering the union from outside it, goods held in a UAE free zone are not assessed duty until they enter the mainland or another GCC market, and re-export from the zone is duty-free. Two landed-cost items are specific to this category and are almost never quoted. Hazardous classification changes the freight: solvent-based adhesives and primers frequently ship as dangerous goods, which alters the rate, the packing requirement and the available modes, and this needs to be settled at the Incoterm stage rather than at the airport — see our Incoterms guide for GCC B2B buyers. How Should You Structure the RFQ?

Everything above reduces to a short list of clauses. A tender for this category should carry all of them, and most tenders carry none.

The no-substitution clause is worth more than any discount you will negotiate. In a category where the substitutions — a different modulus, a class below on adhesion, a second brand's backer rod inside a listed firestop system, a primer nobody specified — are invisible on a delivery note and expensive in service, the substitution clause is the specification.

Can a firestop sealant package be split between two suppliers to get a better price?
